Year-1 Operating Plan

Year 1 is the commercialization build.

Year 1 is the commercialization and operations build. Year 5 is the exit-or-hold decision point, and the Y6–10 hold case adds a university/degree pathway.

State Rollout

10 states, then +15 and +15.

ETPL/WIOA eligibility is earned state by state and program by program. Revenue is recognized on verified approval — never marketed ahead of it.

Year 1

10 state activations

Prioritizing the four business-registered states. Florida is already ETPL-approved; additional filings are in progress. New-state revenue activates only after approval, listing, and launch conditions are met.

Year 2

+15 states

Expansion driven by the state-by-state eligibility engine — provider status, program status, and local-board status tracked per state, with renewal alerts and state-specific document checklists.

Year 3

+15 states

All 50 states are maintained in the internal database for acceleration; each activates on verified approval, never before.

Business Model

Eight revenue engines.

Consumer, institutional, corporate, and government markets on one AI-native platform.

08
INTERNATIONAL

International schools & training sales

Purchasing-power-adjusted pricing for LATAM markets, SEO/SEM enrollment pipelines for partner universities, and white-label LMS licensing for international schools and institutions.

Marketing & GTM Strategy

Distribution is the moat — sell where the money already is.

SEHG's go-to-market is built around funded channels: the buyer is a caseworker, agency, or institution spending allocated dollars — not a consumer deciding whether to learn.

Government & funded learners

Direct-to-caseworker motion: ETPL/vendor listings make SEHG purchasable with WIOA, TANF, VR, and SNAP E&T dollars — the buyer is a program administrator, not the learner. Near-zero CAC once listed.

Public safety

Founder-led credibility (30,000+ officers trained) + per-seat CE pricing agencies can buy on a P-card. Land per-seat, expand to $25k–$250k agency contracts.

Universities (OPM)

Partner keeps the majority of revenue and their brand; SEHG supplies platform, catalog, and ~30-day custom builds. One BD lead per region; pipeline from the existing 77-university network.

Corporate & SMB

SEO + content-led self-serve at $59/course and a three-tier per-seat subscription ($119 Starter · $99 Growth · $79 Enterprise per seat/month, 10% annual-prepay); SDRs qualify inbound into $30k–$500k enterprise ACVs with AuthentIQ integrity as the wedge.

A feature-level matrix against 24 platforms (LMS, AI generation, integrity, tutoring) is published at the competitive analysis page.
